Roundtable Discussion Dedicated to the 65th Anniversary of Russia-Cambodia Diplomatic Relations


On May 13, MGIMO University and the National Institute of Diplomacy and International Relations of Cambodia under their MoU held a roundtable discussion in commemoration of the 65th anniversary of Russia-Cambodia diplomatic relations.

In his welcoming remarks, H.E. Prof. Dr. Chhem Kieth Rethy, Minister attached to the Prime Minister of Cambodia, noted the relevance of the discussed topics and underlined the importance of conducting similar events despite the restrictions imposed by the COVID-19. MGIMO Rector Prof. Anatoly Torkunov shared his personal memories of Cambodia and assured NIDIR of readiness of MGIMO University to continue strengthening cooperation. He emphasized that among the Cambodian MGIMO alumni are many high-ranking politicians, diplomats and ministers, particularly Minister of Education, Youth and Sports. Ambassador of Russia to Cambodia H.E. Anatoly Borovik and Ambassador of Cambodia to Russia H.E. Eat Seyla marked the key milestones of Russia-Cambodia Relations and wished to participants a productive discussion.

The roundtable discussion agenda covered three topics, namely “The overall assessment of Russia-Cambodia relations in the regional context”, “Multilateralism in cyber governance as the emerging issue in the 21st century” and “Economic Diplomacy in post-COVID-19”. Among the Russian speakers were Head of the Center for Southeast Asia, Australia and Oceania at the Institute of Oriental Studies RAS Dr. Dmitry Mosyakov, President of the National Institute for Research of Global Security, Director General of National Association for International Information Security, MGIMO Prof. Anatoly Smirnov and MGIMO post-graduate student Mr. Vladimir Pedanov and Director of the Department for Multilateral Economic Cooperation and Special Projects, Ministry of Economic Development of the Russian Federation Dr. Natalia Stapran. The Cambodian side was represented by Director of Europe Department, General Department of Europe, America, and Africa-Middle East, Ministry of Foreign Affairs and International Cooperation Mr. Hoy Pichravuth, President of NIDIR H.E. Tean Samnang and Secretary of State, Ministry of Foreign Affairs and International Cooperation, Deputy Head of Economic Diplomacy Coordinating Unit H.E. Chring Botum Rangsay. The sessions were moderated by ASEAN Centre Acting Director, Associate Professor at the Department of Asian and African Studies Dr. Ekaterina Koldunova and Adviser, Director of Public Relations of NIDIR Dr. Phon Sokpanya. The discussion was joined by representatives from the MFA of Russia and the Institute of Far East RAS.

Secretary of State H.E. Chring Botum Rangsay and MGIMO Vice-Rector for Science and Research Dr. Andrey Baykov in their closing remarks noted the high level of the discussion and expressed their hope for further cooperation. Among the attendees were former ASEAN Centre Director (2010-2021) Dr. Victor Sumsky, Professor at the Department of International Relations and Russian Foreign Policy Dr. Yury Dubinin, Professor at the Department of Diplomacy Dr. Yury Raikov, Head of the Department of Asian and African Studies Dr. Dmitry Streltsov, Professor Dr. Larisa Efimova and Associate Professors Dr. Elena Yakovleva, Dr. Anna Kireeva from the Department of Asian and African Studies, Executive Director of the Russia-ASEAN Business Council Mr. Daniyar Akkaziev, representatives of the responsible agencies and diplomatic missions of Russia and Cambodia. Representatives from leading research centers majoring in Cambodia and Southeast Asia Studies (Institute of Far East RAS, Institute of Oriental Studies RAS, High School of Economics, Institute of Asian and African Studies MSU, Saint-Petersburg State University, Russian Foreign Trade Academy, RUDN University, Russian International Affairs Council) and MGIMO students also joined the event.

To commemorate the date, ASEAN Centre with the support of the Third Asia Department (3AD) and the Department of History and Records (DHR) of the MFA of Russia prepared an exposition of photo and documentary materials. Additionally, the photo exposition “Incredible Cambodia” made by well-known travel photographer Sergey Kovalchuk was presented at MGIMO New Building.
