В.ПУТИН: В связи с ужасными трагическими событиями, которые произошли в небе над Донецком, хотел бы ещё раз сказать о том, как мы в России относимся к событиям, которые происходят сегодня на Украине.

Мы неоднократно призывали все противоборствующие стороны немедленно прекратить кровопролитие и сесть за стол переговоров. С уверенностью можно сказать, что если бы 28 июня боевые действия на востоке Украины не были возобновлены, то и этой трагедии наверняка бы не произошло. Вместе с тем никто не должен и не имеет права использовать эту трагедию для достижения узкокорыстных политических целей. Такие события должны не разъединять, а объединять людей. Нужно, чтобы все люди, которые отвечают за ситуацию в регионе, повысили свою ответственность и перед собственным народом, и перед народами тех стран, представители которых стали жертвами этой катастрофы.

Необходимо сделать всё, чтобы обеспечить безопасность работы международных экспертов на месте трагедии. Сегодня там уже работают представители Донбасса, Донецка, представители МЧС Украины, эксперты Малайзии. Но этого недостаточно. Необходимо, чтобы на месте катастрофы работала полноценная группа экспертов под эгидой ИКАО, соответствующая международная комиссия. Нужно сделать всё для обеспечения её полной, абсолютной безопасности, обеспечить необходимые для её работы гуманитарные коридоры.

Со своей стороны Россия сделает всё, что от нас зависит, чтобы конфликт на востоке Украины перешёл из сегодняшней военной фазы в фазу обсуждения за столом переговоров мирными и исключительно дипломатическими средствами.

Вопрос: Не могу не спросить Вас о самом актуальном – о сбитом над территорией Украины лайнере малайзийских авиалиний. Как это может отразиться на России? Из Киева сразу же начали звучать обвинения в адрес нашей страны в том, что она, дескать, поставляет ополченцам системы ПВО. Как бы Вы ответили на эти обвинения.

С.В.Лавров: Наша позиция была изложена предельно четко Президентом Российской Федерации В.В.Путиным, который с самого начала потребовал проведения независимого международного расследования. Мы это сделали первыми. Вчера в ходе телефонного разговора с Президентом США Б.Обамой именно В.В.Путин проинформировал американского лидера о только что сбитом малайзийском лайнере. Будем настаивать на предельно объективном, открытом, независимом расследовании и будем готовы внести свой вклад. Но считаем, что инициативу должны проявить власти страны, на территории которой произошла эта трагедия.

Что касается звучащих из Киева заявлений, что чуть ли не Россия сама это сделала, то за последние месяцы я не слышал правдивых заявлений от представителей киевских властей. Они говорят что угодно. Например, Президент П.А.Порошенко заявлял, что украинская армия никогда не будет получать приказы делать что-либо, что может привести к созданию угрозы для мирного населения, что не будут обстреливаться города и что в этом, как он высокопарно выразился, заключается смысл «высоких традиций благородного украинского воинства». Что происходит с населенными пунктами на Юго-Востоке Украины, с городами, инфраструктурой и мирными гражданами, вы видели собственными глазами. Благодаря вам, это увидел и весь мир.

Есть и масса других примеров. Из Киева просто льется поток неправды в отношении происходящего – обвиняют всех и вся, кроме самих себя. Честно говоря, я исхожу из того, что эта катастрофа все-таки отрезвит тех, кто совершенно очевидно сделали ставку на войну, отказываются от всех обязательств по политическому процессу и звучащих из Европы призывов образумиться и надеются на поддержку Вашингтона. Мы называем вещи своими именами – говорим об это прямо с нашими американскими коллегами. Мы не ощущаем стремления США посылать сигналы Киеву в пользу переговорного решения.

Произошедшее с самолетом, наверное, должно заставить остановиться, оглянуться и задуматься. Ополченцы предложили перемирие на период международного расследования. Мы за то, чтобы международные эксперты прибыли как можно скорее на место катастрофы, немедленно получили «черные ящики», которые мы, вопреки тому, что опять звучит из Киева, не собираемся забирать и нарушать существующие в мировом сообществе нормы для такого рода случаев. Это дело ИKAO и тех государств, которые имеют прямое отношение к трагедии и чьи граждане были на борту – Нидерландов, Малайзии, а также Украины и др. Хорошо, что Президент Украины П.А.Порошенко заявил о незамедлительном создании международной комиссии. Это нужно сделать, причем так, чтобы ни у кого не осталось сомнений в искренности и готовности провести полноценное расследование.

Вопрос: Насчет расследования и заявления П.А.Порошенко. Буквально через несколько часов после того, как стало известно о катастрофе, он заявил, что это был теракт. Я не буду Вас спрашивать, откуда у него всего через несколько часов после катастрофы – без всякого расследования – появилась эта информация. Понятно, что здесь больше политики, чем экспертного мнения. Как Вам кажется, могут ли такие стремительно появляющиеся заявления стать давлением на следственную группу, которая будет проводить расследование? Может ли это быть прямым указанием к тому, что находить, а что нет.

С.В.Лавров: Это – политический заказ. Поэтому я и сказал, что приветствую заявление П.А.Порошенко о незамедлительном создании комиссии. Однако ее нужно создать немедленно, сразу же.

Конечно, попытки заявить, что это был теракт, чтобы дать сигнал украинским следователям руководствоваться этим в работе, – недопустимое давление на деятельность комиссии.

Я могу привести много цитат, показывающих абсолютное нежелание даже допускать, что со стороны украинских властей что-то делается неправильно или недостаточно. Главное – и это вчера в очередной раз подчеркнул В.В.Путин в разговоре с Б.Обамой – не пытаться постоянно твердить о том, что Россия должна что-то сделать, а взглянуть на суть проблемы, которая заключается в абсолютном нежелании украинских властей садиться за стол переговоров с теми, кто не приемлют произошедшего в феврале военного переворота и попыток говорить с русскоязычным Юго-Востоком с позиции силы, а добиваются только одного – чтобы их законные права уважались, чтобы с ними сели за стол переговоров и стали договариваться о том, какой будет структура украинского государства, какие права будут обеспечены для всех его граждан. Это – не прихоть, и, по большому счету, это – требование к киевским властям выполнить то, под чем они подписались 21 февраля, находясь в оппозиции.

Напомню, что первым пунктом того Соглашения, засвидетельствованным министрами иностранных дел Польши, Германии и Франции, было записано создание правительства национального единства. И это главное. После этого такое правительство занялось бы конституционной реформой, на основе которой и состоялись бы выборы. Все четко, логично, понятно и конструктивно. То Соглашение было разорвано, к сожалению, при попустительстве европейцев или, по крайней мере, при их нежелании настоять на том, чтобы то, под чем они подписались, уважалось бывшей оппозицией, а теперь – нынешней властью.

После этого была предпринята очередная попытка вернуть ситуацию в русло конструктивного диалога. 17 апреля в Женеве встречались министры иностранных дел России, Украины, США и Высокий представитель Евросоюза. В Заявлении по итогам встречи было записано: прекращение всякого насилия и начало, цитирую, «инклюзивного, транспарентного, открытого конституционного процесса с участием всех регионов Украины».

Когда мы принесли этот документ в Совет Безопасности ООН и ОБСЕ, попросив его одобрить, поскольку под ним подписались главы внешнеполитических ведомств США, Евросоюза, России и самой Украины, мы не нашли поддержки. Нам говорили – «давайте лучше одобрим мирный план П.А.Порошенко», который на деле игнорирует Женевское заявление и принципы открытости конституционного процесса и равноправного участия регионов. В плане содержится призыв сдать оружие, а кто этого не сделает, будет уничтожен. И далее – если вы сдадитесь, мы решим, амнистировать вас или нет. Те же, кто, по нашему убеждению, совершил тяжкие преступления, амнистированы не будут. Что касается полномочий – мы сами вам скажем, что, как и когда мы вам децентрализируем.

Украинское руководство не проводит конституционную реформу. Они сделали какой-то проект, текст которого направлен в Верховную Раду. Он нигде не был обнародован, регионы с ним не знакомы. Параллельно его пытались послать в Совет Европы, пытаясь заручиться мнением этой структуры, чтобы потом им прикрываться и говорить, что им не нужно никаких консультаций, так как «просвещенное европейское сообщество» все подтвердило и, что все нормально. В этом суть проблемы. Об этом В.В.Путин не перестает говорить А.Меркель, Б.Обаме, Ф.Олланду и другим своим собеседникам. Последний раз это было в Рио-де-Жанеиро, где Президент России подобно беседовал на эту тему с Канцлером Германии.

Мы подчеркиваем, что нельзя требовать только от нас заставить ополченцев, по сути дела, смириться с тем, что их либо добьют, либо они сдадутся на милость победителя. Я говорил об этом с Госсекретарем США Дж.Керри и дальше буду добиваться ответа.

В Ираке состоялись выборы, которые привели к победе партию, которую возглавляет Премьер-министр страны Н.аль-Малики (он подтвердил свои полномочия, став Премьер-министром). Почему в Ираке Соединенные Штаты считают возможным уговаривать его поделить власть с теми, кто не приняли результаты выборов? Почему Соединенные Штаты мирят или пытаются помирить всех и везде, независимо от того, были или не были проведены выборы, (как, скажем, в Республике Южный Судан, к созданию которой Вашингтон приложил немало усилий и как бы был напрямую главным инициатором этого процесса)? Там они, буквально, насильно заставляли президента мириться с его главным противником.

Таких примеров множество – в Африке, на Ближнем Востоке. А на Украине – никакого диалога с оппозиционерами. Официальная позиция США, которую они распространяют по всему миру, – разговаривать с сепаратистами нельзя, поддерживать российскую инициативу в Совете Безопасности ООН в пользу перемирия и диалога невозможно, потому что нельзя ставить на одну доску правительство и сепаратистов. Это такой двойной стандарт, что просто мне даже нет нужды особо доказывать тупиковость подобного подхода. На этот вопрос нет ответа. Предвзятость означает только одно – в Вашингтоне решили дать добро Президенту Украины П.А.Порошенко на военное подавление тех, кто с ними не согласен. Это – преступное решение, и я очень надеюсь, что все-таки оно будет пересмотрено. На уровне Президента и МИД России мы разъясняем нашим партнерам, что это будет означать, что Запад взял на себя колоссальную ответственность за судьбу украинского государства.

Вопрос: В Совете Безопасности ООН сегодня пройдет экстренное заседание, посвященное сбитому малазийскому лайнеру. Чего Вы ожидаете от этого заседания? Может быть, Россия выдвинет какое-то предложение по резолюции.

С.В.Лавров: Иногда бывает, что мероприятие давно назначено, а потом происходит какое-то событие, и все рассматривают данное мероприятие в его разрезе. Это плановое заседание Совета Безопасности ООН, которое было согласовано еще на прошлой неделе, когда никому в голову не могло прийти, что произойдет подобная трагедия.

Вопрос: Но теперь тема поменяется.

С.В.Лавров: Тема поменяется, вернее, дополнится этой проблемой. Мы – за согласование заявления, в котором, естественно, должны быть выражены глубочайшие соболезнования всем потерявшим родных и близких, правительству Малайзии. Я убежден, что это будет сделано. Наверно, Совет Безопасности обязан высказаться за незамедлительное начало независимого беспристрастного свободного и открытого расследования. Выступаем за такие же инициативу и решение в рамках ОБСЕ, где сегодня также должно состояться заседание Постоянного совета.

Вопрос: Повлияет ли эта катастрофа на встречу Контактной группы, которая уже давно должна была состояться и назначить новую дату перемирия? Об этом договаривались еще в начале июля в Берлине. Контактная группа все никак не соберется. Похоже, катастрофа еще раз отложит ее встречу. Что мешает.

С.В.Лавров: Вчера ночью состоялась видео-конференция. По понятным причинам она была посвящена исключительно ситуации со сбитым самолетом. Необходимо решать сложнейшие вопросы доступа международных экспертов, опознания и транспортировки тел в страны их происхождения,– вопросы, которые чисто логистически невозможно решать без тесного взаимодействия ополченцев и киевских властей.

Вопрос: Диалог ведется.

С.В.Лавров: Если логистически потребуется что-то от Российской Федерации, мы выразили готовность оказать всяческое содействие. Есть основание ожидать, что в самое ближайшее время состоится еще одна видео-конференция, на которой уже будут обсуждаться вопросы перемирия. Теперь, это перемирие втройне, вчетверне необходимо, учитывая проведение расследования, которое должно охватить достаточно обширную территорию – как Вы понимаете, останки разбросаны широко. Я очень надеюсь, что произошедшая трагедия просто позволит забыть о политических амбициях и объединит всех вокруг задачи выстраивания диалога и восстановления отношений между Юго-Востоком и Киевом на согласованных в Женевском заявлении принципах о необходимости начала равноправного конституционного процесса.

 

Минобороны РФ призывает международное сообщество провести тщательное и «максимально открытое» расследование авиакатастрофы на Украине

Министерство обороны России выступило с официальным заявлением в связи с крушением малазийского лайнера на Украине. «В целях объективного расследования авиакатастрофы Боинга-777, разбившегося на территории Украины, необходимо проведение тщательного расследования с привлечением представителей всех заинтересованных международных организаций», — говорится в документе. Приводим полный текст заявления российского военного ведомства: «По информации Минобороны России, в районе катастрофы находятся подразделения вооруженных сил Украины, имеющие на вооружении зенитные ракетные комплексы типа «Бук-М1». Так в районе северо-западной окраины Донецка развернуты дивизионы 156 зенитного ракетного полка Вооруженных Сил Украины, с двадцати семью пусковыми установками комплекса Бук М1. Данные комплексы по своим тактико-техническим характеристикам способны обнаруживать воздушные цели на дальностях до 160 км и поражать их во всем диапазоне высот на дальности свыше 30 км. Кроме того, в небе над Донецкой областью постоянно находятся боевые самолеты ВВС Украины, оснащенные различными типами ракет. Это неоспоримый факт.

Заявления официального Киева о том, что данные комплексы или самолеты не проводили стрельб по воздушным целям, вызывают серьезные сомнения. В такой короткий срок настолько однозначный вывод в условиях ожесточенных боев в данном районе сделать невозможно. Подобные ответственные заявления, которые влекут серьезные юридические последствия, требуют всестороннего расследования. В связи с появившимися разного рода инсинуациями, касающимися действий Вооруженных Сил Российской Федерации в приграничных с Украиной районах, ответственно заявляем, что: 17 июля средства противовоздушной обороны Вооруженных Сил Российской Федерации в данном районе не работали. Самолеты военно-воздушных сил России в российских областях, граничащих с Донецким регионом, 17 июля сего года полеты не выполняли.

Эти сведения полностью подтверждаются средствами объективного контроля. Обращаем внимание, что Боинг-777 осуществлял полет вне зоны действия средств ПВО Российской Федерации. И находился в воздушном пространстве Украины под управлением ее системы организации воздушного движения. Призываем международное сообщество провести тщательное максимально открытое расследование данной авиакатастрофы». Ранее сообщалось, что за несколько минут, как лайнер пропал с радаров, рядом с ним заметили два украинских истребителя. А британский эксперт-авиатор Чарльз Хэйман высказал предположение, что «Боинг» мог быть сбит по ошибке украинскими военными: по его мнению, силовики приняли иностранный гражданский лайнер за военный вражеский самолет. Напомним, пассажирский Боинг-777  «Малайзийских авиалиний»,  17 июля летевший  из Амстердама (Нидерланды) в Куала-Лумпур (Малайзия), рухнул на территории Украины,  в 60 километрах от российской границы. На борту упавшего самолета находились почти 300 человек. Выжить не удалось никому. Лайнер исчез с радаров на высоте 10 тысяч метров.

MH17 families wrong to blame Putin, says Russian envoy

KUALA LUMPUR, July 22 — The families of those killed on the downed Malaysia Airlines flight MH17 are wrong to blame Russian President Vladimir Putin for the disaster, Russia’s ambassador to Malaysia, Lyudmila Vorobyeva said today.

Her message comes as Russia attempts to engage the world with its own version of events on the downing of Malaysia Airlines flight MH17 in a part of Ukraine controlled by Russia-backed rebels.

Russia’s version implicates Ukraine and contrasts with the narrative provided by the US and Ukraine which has quickly gained currency.

Vorobyeva advised against apportioning blame without the evidence from an independent investigation into the tragedy in which 298 people, including 44 Malaysians, were killed.

“It is an easy solution to channel your anger to a leader, or rather a country very much demonised by the Western media,” Vorobyeva told reporters at its embassy.

“But these are feelings, these are emotions. Not facts.”

The ambassador thanked Malaysia for its cautious, neutral approach at a time of heavy speculation.

“We’re very appreciative, very thankful to the Malaysian government,” she added.

Last night, Malaysia’s Prime Minister Datuk Seri Najib Razak clarified Malaysia’s cautious response amid global outrage over the apparent downing of Flight MH17 by a Russian missile.

He said discretion was often necessary to secure “a better outcome”.

“We want the international community to have clear view of events,” Vorobyeva said, insisting that any allegations that Russia was behind the disaster was “groundless”.

She also claimed that evidence provided by the Ukrainian government was fake.

The Ukrainian security service has so far released two audio recordings, purportedly proving the involvement of Russia in the downing of MH17.

Vorobyeva also mocked Ukraine for the speed with which the evidence was produced, saying that “real evidence takes time”.

It took Russia five days before producing their own version, which show MH17 deviated from its flight path, satellite images of Ukraine’s “Buk” M-1 missile launcher, and the presence of a Ukrainian Su-25 fighter jet in the surrounding area.

She said the pro-Russia separatists do not possess the vehicle-mounted “Buk” M-1 missile system and the capabilities to operate them, and that Russia has not provided them with any.

The remains of some of the nearly 300 victims of the Malaysia Airlines plane downed over Ukraine were making their way to the Netherlands today as a senior Ukrainian separatist leader handed over the plane’s black boxes to Malaysian experts.

However, Vorobyeva refused to comment if Russia had a hand in brokering the deal between Najib and Alexander Borodai, the prime minister of the self-styled Donetsk People’s Republic.

“It is [Malaysia’s] perfect right to enter into contact with anyone who can help to resolve this situation and this contact proved to be constructive and fruitful,” she said.

“The result is the decision by the rebels to hand the black boxes to the Malaysian experts.”

The Boeing 777-200ER, which was on a scheduled flight from Amsterdam to Kuala Lumpur with 298 passengers and crew, was shot down over Ukraine on 17 July. There were no survivors.

Nation grieves for MH17 – Tan Eng Bee

Before we could get over the disappearance of MH370, the nation has to content with the shooting down of MH17, allegedly by pro-Russia forces in Ukraine, with 298 passengers and crew members who perished in a split second, giving no chance of survival at the height of 30,000 feet in the sky. As a nation, we want to reach out and offer our condolences to the loved ones of the ill-fated MH17 in this time of sorrow and grieve beyond our comprehension, especially how it has happened at a time when the nation is yet to come to term with the disappearance of MH370.  The nation grieves and prays for grace and strength as these families go through this uncalled pain and sorrow beyond description.

We cannot imagine that a day would come where our own passenger plane can be shot down sending 298 innocent souls to their demise without a final word to their loved ones. It is so very sad for everyone, both the living and the dead.

What an evil and cruel way to die leaving their loved ones to mourn and grief for years to come and some may not even come to terms with the lost of their loved ones. The nation is hugely shocked over this tragedy which can be averted if only a more detailed check was done to determine whether the said airplane was a hostile aircraft or a commercial plane flying over their airspace. It was an act which gave no chance for second thought and smacks of wisdom when it is in fact mere stupidity to the core.

From the four corners of the earth, humanity from every race, religion, culture, and tongue are expressing their horror over the downing of MH17. The entire world is hugely startled, puzzled and saddened over this incident for which no one at the moment is taking responsibility but instead are blaming one another.

Russian President Vladimir Putin is blaming the Ukrainian government for the shooting, while the Ukrainian authority is blaming the pro-Russia rebels within its territory and Russia for the shooting.

The global community, including Malaysia, cannot accept statements of regret or an apology by those who will be implicated in the shooting in the days and months to come. Malaysia and the international community should not accept a mere apology or words of regret as we want to bring to surface what actually transpired that brought about this idiotic, meaningless and brainless shooting. It was an act of human madness, delusion, fury and frenzy which sent 298 passengers and crew members to their grave with a fatal shot that should not have been fired in the first place.  A full investigation must be carried out as soon as possible in view of the seriousness of the shooting of a commercial jet. No stone must be left unturned in search of truth and to bring those responsible to justice. Our Prime Minister Datuk Sri Najib Razak has made it clear that evidence must not be tampered and to leave the crash site untouched to allow investigators to establish what actually happened. We can just hope the warring parties in Ukraine will not disturb the crash site.

On the other hand, both Russia and the Ukrainian government respectively must assure the world that they will do whatever it takes to allow investigators and experts to access to the crash site without any hindrance and that full support must be rendered to them to carry out their work.

I commend the United Kingdom for its fast response and call to convene the sitting of the United Nations" Security Council to deliberate on this grave international concern.

I would assume the Security Council will convene to deliberate the matter as soon as possible. It is time for the United Nations to up a notch to act decisively and firmly without reservation on powerful nations who have a criminal part to play in the downing of MH17. I would also suggest to the Security Council to consider sending UN troops to secure the crash site to deter anyone from tampering or disturbing the evidence.

We have seen two serious incidents involving MAS" planes within a short span of time, and which, have caused tremendous pain and agony to the nation as innocent lives were lost in unfortunate circumstances.

MH370 is yet to be found and may takes years while MH17 has added on to the pain the nation is experiencing at the moment. May God Almighty give us grace and strength even though we walk through the valley of the shadow of death.

We will fear no evil for God is with us. – July 19, 2014.

MH17: Rescuers gather dead at Ukraine crash site under rebel watch

GRABOVE: The stench of death is now becoming almost unbearable over the wreckage of the stolen lives where Malaysia Airlines flight MH17 came down in eastern Ukraine.

Two days after the passenger jet was apparently shot down in rebel-held territory, spraying debris and body parts for kilometres around, the focus of emergency workers and international monitors at the scene is for the remains of the 298 victims to be collected. After lying for hours under the summer sun the bodies of some are already becoming black and bloated. Firemen in blue uniforms pull on their gloves as they set off through fields of wheat to where makeshift markers show the location of another corpse. There they start packing the remains of another victim into a large black body bag before carrying them away on a stretcher to a waiting bus.

All of this is being done under the watchful eyes of armed pro-Russian rebels who closely control the access to the crash site deep in their territory and fire a warning shot into the air to push journalists back.

“We are securing the zone as the experts are working there. It is standard procedure at this sort of site,” the rebel commander in charge of security at the site told AFP, refusing to give his name.  From here he says the bodies – 27 on Saturday morning alone – are being taken to the morgue in the insurgent-held city of Donetsk, some 50 kilometres. Outside the morgue though, another AFP journalist is warned off by two Kalashnikov-wielding insurgents and a worker refuses to comment on where the bodies are.

What happens to the bodies is of pressing concern, with relatives of the victims from Amsterdam to Australia desperate to recover the remains of their loved ones.

The Ukrainian government has accused the rebels of destroying evidence and spiriting away the bodies but the separatist leaders have pledged to allow investigators and recovery workers access.

But international monitors have so far struggled for access and on Saturday a delegation from the Organisation for Security and Cooperation in Europe (OSCE) only got through to a small part of the site after a tense standoff with armed insurgents.  There they can see that the recovery operation is rudimentary at best and lacks even the most basic equipment.  “Do you have any refrigerated tents?” one monitor asks one of the salvage team standing among a crowd of armed men. The worker just shakes his head. Nearby lie the scattered possessions of the victims: suitcases torn open, passports, books, children’s toys.

Just an hour and a half later and the observers are already on their way back to base having once again been prevented from surveying the whole area and most importantly the main impact site.  “We had the possibility to speak to those in charge, the local residents and to those who are collecting the bodies,” says Alexander Hug, the head of the delegation. Shortly after the monitors leave two buses carrying some 50 people pull up to the scene.  They are nurses from a local hospital and miners, dressed in their work clothes and covered in soot, who have come to help.

Malaysia PM "shocked" by plane crash, relatives endure agonising wait

Malaysia"s premier expressed "shock" at reports a Malaysia Airlines flight may have been shot down over troubled eastern Ukraine as his nation reeled from another wrenching air tragedy just months after MH370 disappeared. Tearful relatives began gathering at Kuala Lumpur"s international airport in the early hours of Friday morning, many beside themselves with grief as they endured an agonising wait.

One woman, Akmar Mohd Noor, said her 67-year-old sister was among the 298 people on board Flight MH17, adding that she rushed to the airport as soon as she saw the news on television. "She was coming back from Geneva to celebrate Hari Raya (Eid al-Fitr) with us for the first time in 30 years. Her son was supposed to come with her but he refused to come with her," she said between sobs. "She called me just before she boarded the plane and said "see you soon"."

The crash is a fresh blow to the flag carrier which, along with the Malaysian government, is still struggling to provide answers to the disappearance of flight MH370 on 8 March.

At a press conference early Friday a sombre Malaysian Prime Minister Najib Razak, dressed in black, said the world was "united in grief" over the disaster.

"This is a tragic day, in what has already been a tragic year, for Malaysia," he said.

- Flight path cleared -

As questions were raised over why the passenger jet was flying over an active war zone, Najib said international air authorities had deemed the flight path safe.

"The aircraft"s flight route was declared safe by the International Civil Aviation Organisation. And (the) International Air Transportation Association has stated that the airspace the aircraft was traversing was not subject to restrictions," he said.

Najib added that a team of disaster response specialists had been dispatched to Kiev and that authorities in Ukraine had agreed to try and establish "a humanitarian corridor to the crash site".

US and Ukrainian officials believe the Boeing 777, which Malaysia Airlines said was carrying 283 passengers and 15 crew, was shot down by a surface-to-air-missile.

Ukraine"s government and pro-Russian insurgents traded blame for the disaster, with comments attributed to a rebel chief suggesting his men may have downed the flight by mistake, believing it was a Ukrainian army transport plane.

Russia, which backs the rebels, said Ukraine bore responsibility for crash. The stricken flight had been expected in the Malaysian capital at 6:10 am on Friday (2210 GMT Thursday).

Some relatives at Kuala Lumpur"s international airport expressed anger that they still had not been briefed by Malaysia Airlines officials.

"We have been waiting here for four hours... Where is MAS (Malaysia Airlines)?" an ethnic Chinese with relatives on board the flight said, declining to give his name. Another ethnic Indian man who said his sister, brother-in-law and their two-year-old baby were believed to be on the flight said: "We just want to have the name list from MAS."

- Twin air disasters -

The crash comes just months after Malaysia"s Flight MH370 disappeared on March 8 with 239 on board. That plane diverted from its Kuala Lumpur to Beijing flight path and its fate remains a mystery despite a massive aerial and underwater search.

No trace of the plane has yet been found.

Kiev earlier accused Russia of downing a Ukrainian military plane on a mission over the east of the country, stoking tensions in the growing conflict on the edges of Europe.

Malaysian Transport Minister Liow Tiong Lai, who was on a China visit, tweeted: "I"m taking the first flight back from Beijing to be on top of #MH17. Pray and hope please."

Liow took over last month in a cabinet shuffle from then-acting transport minister Hishammuddin Hussein, who gained world notoriety with his daily briefings on the MH370 saga. Hishammuddin remains defence minister.

During his press conference, Najib said it was too early to tell whether MH17 had been downed by a missile. But he added: "If it transpires that the plane was indeed shot down, we insist that the perpetrators must swiftly be brought to justice." (***)

A finger-pointing blame game between pro-Russian rebels and the Ukrainian government has surfaced over the crashed Malaysian plane MH17, after it was reported “shot down” over eastern Ukraine.

But by who?

Ukrainian authorities have accused “terrorists” of using a ground-to-air missile – the term the Kiev government uses for militants seeking to unite eastern Ukraine with Russia.

Anton Gerashchenko – a Ukrainian interior ministry official, said on Facebook that MH17 was “shot down with a Buk anti-aircraft system by terrorists.”

The crash site is near the city of Donetsk – about 40 km from the Russian border. It is an area where pro-Russian rebels have been active and have claimed to have shot down other aircraft.

Australian PM Tony Abbott has also lashed out at Russia, and said “Russian-backed rebels” were behind the disaster.

“Malaysian airlines MH17 has been shot down over the eastern Ukraine, it seems by Russian-backed rebels,” he said.

Abbott added that it was no accident that rebels armed with Russian-made military hardware capable of shooting down passenger jets would use them for that purpose.

“This is no light thing. This is not something that can just be dismissed as a tragic accident when you have Russian proxies using Russian-supplied equipment to do terrible things,” Abbott told 3AW, a radio station based in Melbourne.

The rebels have, on the other hand, denied responsibility.

Separatist leader Aleksander Borodai blamed the plane crash on the country’s government forces.

“Apparently, it’s a passenger airliner indeed, truly shot down by the Ukrainian Air Force,” Borodai told Russia’s state-run Rossiya 24 TV broadcaster.

Rebels have denied that they had shot the plane down, saying they did not have weapons capable of shooting down a plane at such a height.

A separatist rebel told Reuters: “This could happen only if it was a fighter jet or a surface-to-air missile (that shot it down).”

Meanwhile, Australian opposition leader Bill Shorten pointed out: “The missile that brought down MH17 and the missiles that have claimed numerous other Ukrainian aircraft could not possibly be made by the people who have possibly fired them.

“These separatist terrorists are obtaining these instruments of murder from elsewhere,” he said.

A Malaysia Airlines jet was shot down over eastern Ukraine, killing all 298 people on board, in an attack that the government in Kiev blamed on pro-Russian rebels. The separatists denied the accusation.

Ukraine"s state security service said it intercepted phone conversations among militants discussing the missile strike, which knocked Flight 17 from the sky within 50 kilometres of the Russian border. US officials said the weapon probably was a Russian-made model used widely in Eastern Europe.

The Boeing Co 777 crashed en route to Kuala Lumpur from Amsterdam in the main battleground of Ukraine"s civil war, threatening to escalate tensions in Europe"s worst geopolitical crisis since the end of the Cold War. A European air-traffic control agency routed planes away from the region, which sits astride some of the busiest routes to and from Asia.

President Vladimir Putin, who has repeatedly denied Russian involvement in the fighting, said Ukraine"s government bore responsibility because the crash wouldn"t have occurred without the current strife. He said he also directed Russian military and civilian authorities to "investigate this crime," according to a transcript of his remarks to Cabinet ministers.US President Barack Obama called Malaysian Prime Minister Najib Razak to offer condolences and "immediate assistance to support a prompt international investigation," according to a White House statement. The United Nations Security Council is holding an emergency meeting on the incident later today.

Flight 370

It was the second major disaster for Malaysian Airline System Bhd this year. Flight 370 vanished with 239 people on board in March en route to Beijing from Kuala Lumpur, sparking what has become the world"s longest search for a missing jetliner in modern aviation history.

The disappearance of Flight 370 baffled authorities as contact was lost less than an hour into the journey with no emergency warnings. The jet went off civil radar while headed north and then changed direction to fly steadily over the equator. No debris has been found after months of combing the Indian Ocean.

While the motive behind the turn back from its original route remains unknown, MH370 was deliberately steered south, Mr Najib has said.

Malaysia isn"t yet able to verify why Flight 17 went down, and there was no distress call, Mr Najib said today. Even as the Obama administration didn"t publicly speculate about the details of the crash, Australia, which had at least 27 citizens on the plane, said Russian support for Ukrainian separatists put Mr Putin"s government in line for some of the blame.

"Russian Proxies"

"They are Russian proxies, essentially," Australian Prime Minister Tony Abbott said in an interview with 3AW radio. "If, as now seems certain, it"s been brought down by a Russian- supplied surface-to-air missile, Russia bears a heavy share of responsibility."

Separatist groups in Donetsk in Ukraine agreed to close the crash site, the Organization for Security and Co-operation in Europe said in an e-mailed statement. They agreed to provide safe access, security guarantees to investigators and OSCE monitors, and to cooperate with Ukrainian authorities, it said.

Asian stocks fell and the ringgit led declines among emerging-market currencies as investors shunned riskier assets after the crash, and as Israel sent troops into Gaza. The MSCI Asia-Pacific Index slipped 0.4% by 12:49pm in Tokyo, falling for the first time this week. Malaysian Airline shares tumbled 11% and the ringgit weakened 0.3%.

AIDS Conference

Flight 17 carried 283 passengers and 15 crew members, with 154 Dutch travellers the biggest national group, according to a tally by Malaysian Air. There were 43 Malaysians on board, including crew, the airline said, with passengers from the UK, Germany, Belgium, Indonesia and Canada.

Family members gathered at the Kuala Lumpur International Airport from about 2am local time, some of them crying.

A Dutch scientist and a World Health Organization spokesman heading to an AIDS meeting in Melbourne were among those killed. Many passengers were en route to the 20th International AIDS conference, Michel Sidibe, executive director of the Joint United Nations Program on AIDS said on his Twitter page.

The US is reviewing if any of its citizens were on the flight, Secretary of State John Kerry said in a statement. The US called for unfettered access to the crash site and a credible and unimpeded investigation, the White House said in an e-mailed statement. It is vital that no evidence be tampered with, it said, and the US is prepared to offer assistance through the Federal Bureau of Investigation or the National Transportation Safety Board.

33,000 Feet

Flight 17 was at about 33,000 feet - taking a route over eastern Ukraine that Qantas Airways Ltd and many Asian carriers avoided - when it was struck, putting it at an altitude cleared for commercial traffic, according to navigation agency Eurocontrol. Airspace in the region had been restricted from the ground up to 32,000 feet, and airlines are now being denied permission to fly over eastern Ukraine, Eurocontrol said.

"The routes will remain closed until further notice," the Brussels-based agency said in a statement.

US military and intelligence agencies said that while they"re still investigating, it increasingly appears that Flight 17 was downed by a Russian-made surface-to-air missile known by its NATO designation SA-11 Gadfly.

Radar Guided

There is a growing belief that Russian-backed separatists in eastern Ukraine or Russia may have mistaken the jet for a Ukrainian military transport plane, said two Pentagon officials who asked not to be identified because the details are private. Some rebels are Russian or Ukrainian military veterans who may have been trained on the Gadfly, a US intelligence official said.

The Gadfly missile, known locally as the BUK-M, is a radar- guided weapon that can find a target at a range of 140 miles and reach altitudes as high about 72,000 feet, according to the army-technology.com website.

"The separatists could have only gotten that capability from Russia," US senator John McCain said when asked what the ramifications would be if pro-Russian forces shot down the jetliner. "Therefore the culpable party here is Vladimir Putin."

Ukraine has more proof beyond the telephone intercepts of rebels" involvement, Valentyn Nalyvaychenko, acting chairman of the state security service, said in Kiev, without giving details.

Russia Sanctions

Insurgent leader Andrei Purgin denied the rebels were behind the attack, telling Bloomberg by phone that the Ukrainian army shot down the plane by mistake and the separatists didn"t have a weapon that could reach that altitude.

The incident occurred just days after the US said pro- Russian rebels are getting weapons from Russia and tightened sanctions against the country. After Russia annexed Crimea earlier this year, the US accused it of trying to foment unrest in Ukraine"s east, a claim Putin rejects.

A White House official, who wasn"t authorized to speak publicly, said that over the past month, the flow of heavy weapons from Russia and support for Russian separatists has increased. The tactics of rebels in eastern Ukraine have also grown more sophisticated, the official said.

Ukraine has already lost multiple aircraft to the rebels. Earlier this week, the government said an An-26 transport plane was hit by a "powerful weapon" not previously used by the separatists, probably from inside Russia.

The insurgents want to become part of Russia and have appealed to Mr Putin to send military assistance. Mr Putin has refused, and last month asked lawmakers in Moscow to rescind the authorization they gave him March 1 to use force in Ukraine.

KUALA LUMPUR, July 19 (PNA/Bernama) -- Russian-led terrorists are attempting to destroy evidence at the location where the Malaysia Airlines (MAS) MH17 aircraft crashed last Thursday.

According to the Ukrainian Government"s web portal, http://www.kmu.gov.ua, the government was informed that the terrorists moved 38 bodies of the victims to the morgue in Donetsk, where the "experts" with Russian accent claimed they intended to perform autopsies.

It said the Russian-led terrorists were preventing access of the international community and foreign governments to the location.

"The restriction has obstructed the launch of an investigation and the terrorist groups are also seeking to obtain large cargo transport to move the remnants of the aircraft to Russia," it said.

Therefore, the government has urged the international community to direct Russia to withdraw its terrorists from Ukraine."They also must allow the Ukrainian and international experts to hold a comprehensive investigation of the tragedy. "There will be no pardon for the international criminals, nor for those who supported them, who trained them, financed them and supplied weapons to them," it said. The Ukrainian Government said it would provide the necessary technical equipment and personnel to carry out the investigation and forensic examination, as well as all means to send the victims bodies to their respective countries.

Three Vietnamese among dead in Malaysian plane crash

HA NOI (VNS) – Viet Nam has requested a prompt and transparent investigation into the crash of Malaysian Airlines flight MH17 in eastern Ukraine on July 17 which caused the tragic loss of lives of all passengers and crew members, including three Vietnamese. At a meeting on the incident of the United Nations Security Council in New York on July 18, Vietnamese Ambassador to the UN Le Hoai Trung said his delegation "has just been informed that among the victims, three are Vietnamese."

The three victims, who also have Dutch nationality, were Nguyen Ngoc Minh, born in 1977, and her two children - Dang Minh Chau, born in 1997, and Dang Quoc Huy, born in 2001.

Malaysian Airlines (MAS) on July 19said that three passengers of Vietnamese origin took flight MH71 from Amsterdam to Kuala Lumpur, carrying Dutch passports. According to the Vietnamese Ministry of Foreign Affairs, the Vietnamese embassies in Malaysia, Ukraine and the Netherlands are working closely with relevant agencies of these countries to deal with necessary legal procedures. "We would like to convey our deepest condolences and sympathy to the governments, people and the bereaved families," said Ambassador Le Hoai Trung, adding that "at this moment, as a member of the Association of Southeast Asian Nations (ASEAN), Viet Nam stands in solidarity with the Government and people of Malaysia."

"We call for expeditious, effective and responsible actions by relevant authorities and parties towards the families of the victims, and to adequately address other related issues. Viet Nam requests a prompt and transparent investigation to the incident. We hope that the incident would soon be settled with efforts and determination by relevant authorities and parties," he said.

With regards to the situation in Ukraine, Viet Nam is closely following the situation and is extremely concerned over the recent complicated developments in the eastern provinces of Ukraine, he affirmed.

"We hope that all concerned parties exercise restraint and avoid any actions that could aggravate the situation and cause casualties to civilians while making efforts through peaceful dialogues to find solutions ensuring the legitimate interests of all parties and meeting the people"s aspiration for peace, stability and development of Ukraine and the region," the Ambassador stressed.

MH17: Aussie blames Russia

AUSTRALIAN Prime Minister Tony Abbott (pic) blamed Russia on Friday for the shooting down of a Malaysia Airlines passenger jetliner over eastern Ukraine that killed all 298 people on board. Abbott appeared to go further than other Western leaders in apportioning blame over the crash, demanding that Moscow answer questions about the “Russian-backed rebels” that he said were behind the disaster, which claimed 28 Australian lives.

The Russian ambassador to Australia was called in to discuss the matter, and Abbott said he was unhappy with the response.

“I have to tell you that the initial response of the Russian ambassador was to blame Ukraine for this and I have to say that is deeply, deeply unsatisfactory,” Abbott told reporters. “We all know that there are problems in Ukraine. We also know who is very substantially to blame for those problems and the idea that Russia can somehow say that none of this has anything to do with them because it happened in Ukrainian air space frankly does not stand up to any serious scrutiny.”

Australia is due to host Russian President Vladimir Putin and other world leaders at a G20 Leaders Summit in November. Asked if he would still welcome Putin if Russia was proved to be behind the accident, Abbott hinted there may be repercussions.

“That’s a fair question, let’s just wait and see exactly what turns out to have happened here,” Abbott said in an earlier interview with Melbourne-based 3AW Radio.

Treasurer Joe Hockey indicated Putin was still expected at the summit.

“It is an economic summit,” Hockey told the Bloomberg news agency in an interview when asked whether Putin was likely to attend. “In an unrelated way, we can’t allow individual events to prevent people from meeting together to resolve differences.”

In a sombre speech before parliament, Abbott earlier said he was “filled with revulsion” and blamed anti-Kiev separatists for shooting down the plane.

“This is a grim day for our country and it’s a grim day for our world. Malaysian airlines MH17 has been shot down over the eastern Ukraine, it seems by Russian-backed rebels,” he said.

Ukrainian authorities have accused “terrorists” - militants fighting to unite eastern Ukraine with Russia - of shooting down the Boeing 777-200. The rebels denied responsibility. Putin blamed Kiev for renewing its offensive against rebels two weeks ago after a ceasefire failed to hold. The Kremlin leader called the crash a “tragedy” but did not say who brought the Malaysian plane down. US Vice President Joe Biden said the downing of the airliner apparently was “not an accident” and that it was “blown out of the sky.”

Abbott and his government lashed out at Russia directly, however, saying it was no accident that rebels armed with Russian-made military hardware capable of shooting down passenger jets would use them for that purpose.

“This is no light thing; this is not something that can just be dismissed as a tragic accident when you have Russian proxies using Russian-supplied equipment to do terrible things,” Abbott said.
